A cut-and-sew supplier turns fabric, patterns, components, and construction instructions into an original garment. That scope is different from printing a ready-made blank, and the right partner depends on the product rather than a universal ranking. These twelve evidence gates help a buyer compare development and production teams on the same brief.
1-2. Define the product and responsibility map
Start with intended use, silhouette, size range, target measurements, material, construction, decoration, labeling, packaging, quantities, destination, and delivery window. Reference images can communicate direction, but they do not replace specifications or authorize copying another brand's protected work.
Then assign responsibility for design translation, technical package, pattern, grading, marker, fabric and trim purchasing, testing, samples, bulk production, inspection, export documents, and freight. Record who owns patterns, artwork, tooling, and unused materials. A quotation cannot be compared fairly until every supplier prices the same scope.
3-4. Verify the supplier and production route
Request the legal name, contracting entity, payment beneficiary, production addresses, and the location of each proposed process. Ask whether the contact is a factory, development studio, agent, or full-package coordinator. Any model can work when the role, markup, accountability, and subcontractors are disclosed.
Map pattern making, sampling, cutting, sewing, washing, printing, embroidery, finishing, inspection, and packing. Verify material facilities as needed. A live walkthrough, visit, recent audit, or independent record check should confirm the arrangement in proportion to order risk. Do not infer capability from a polished showroom or a long category list.

5-7. Assess product match, patterns, and samples
Ask for permission-cleared examples using comparable fabric behavior, seams, shape, tolerances, and decoration. Evaluate the people and machinery that would serve this order. A team experienced in jersey basics may still need a different workflow for tailoring, bonded activewear, washed denim, or insulated outerwear.
Pattern development should have a named base size, measurement method, seam allowance, shrinkage allowance, and revision history. For grading, identify critical dimensions and size-specific rules rather than assuming every point grows evenly. Confirm file format, storage, backup, confidentiality, and buyer access at the end of the relationship.
Give every sample a purpose: construction prototype, fit sample, size set, material or color approval, sales sample, and pre-production sample. Comments should use versioned measurements and photographs, with accepted changes separated from open issues. The final pre-production sample should represent bulk fabric, trims, artwork, labels, and intended sewing methods as closely as possible.
8. Control fabric, trims, and substitutions
Create a bill of materials with supplier reference, composition, construction, weight, width, color, finish, shrinkage, performance, hardware, thread, labels, and packaging. Approve physical swatches and components alongside written data. Define how lot changes, shade bands, shortages, excess material, and rejected inputs will be handled.
Material minimums often exceed garment minimums. Ask whether fabric is stock, reserved, custom dyed, printed, knitted, or woven to order and whether remaining material belongs to the buyer. No substitution should enter a sample or bulk order without written disclosure, relevant testing, and approval.
9-10. Plan scalable construction, quality, and tests
Translate the approved sample into an operation sequence, stitch and seam specifications, machine and attachment needs, workmanship limits, measurements, tolerances, and inspection records. Identify high-risk operations such as matching stripes, setting zippers, controlling stretch, aligning artwork, or preventing seam grin. A production trial can expose problems hidden in one carefully made sample.
Build tests around the material, product, claims, and destination: composition, dimensional stability, colorfastness, pilling, seam strength, attachment security, restricted substances, care performance, or other applicable requirements. Specify when tests occur, which laboratory or method applies, what constitutes a pass, and who pays for repeats. Quality evidence should connect the approved input lot to the finished order.
11. Compare schedule and landed commercial terms
Request a milestone plan for technical review, patterns, each sample round, material approval and booking, pre-production approval, line allocation, cutting, sewing, finishing, inspection, packing, and shipment. Track dependencies rather than accepting one optimistic completion date.
Normalize currency, Incoterm, sample and pattern fees, grading, markers, tooling, material and color minimums, setup, wastage, labels, packing, testing, inspection, transport, duties, taxes, banking, payment timing, over-delivery, cancellation, and change costs. Cheap unit pricing can conceal buyer-paid development or unallocated material risk.
12. Use a pilot and maintain the evidence file
A controlled pilot should test more than garment appearance. Measure specification accuracy, material traceability, approval discipline, communication, schedule reliability, inspection results, packing, paperwork, and response to a real defect. Retain the sealed sample, final technical package, patterns, test reports, inspection records, and corrective actions before increasing complexity or volume.
